Victory: Texas Boots Planned Parenthood Off Medicaid

AUSTIN, Texas ( - Texas is giving final notice to Planned Parenthood (PP) that it's no longer benefiting from Medicaid. The new measure follows up on an October 2015 promise by the Texas Health and Human Services Commission (HHSC) that banned Planned Parenthood from participating in Medicaid programs.

On Tuesday, December 27, Stuart Bowen, HHSC Inspector General, notified Planned Parenthood via letter that the state would cut off Medicaid funding in 30 days unless PP requested an administrative hearing in the next 15 days.

The letter from Bowen referenced the undercover videos shot earlier this year proving the abortion organization sells fetal tissue. Bowen said in the letter that the videos show "Planned Parenthood violated state and federal law." Starting in July 2015, David Daleiden, head of the Center for Medical Progress, released several undercover videos recording top-level PP executives trying to sell baby parts.

The inspector general also said the videos were key in showing that Planned Parenthood has a history of "deviating from accepted standards" to procure tissue samples for researchers and a "willingness to charge more than the costs incurred for procuring fetal tissue." Many attribute this massive pro-life victory to David Daleiden.

Yvonne Gutierrez, executive director of Planned Parenthood Texas Votes, spoke out on the issue.

"Planned Parenthood continues to serve Medicaid patients and will seek a preliminary injunction in an ongoing lawsuit filed in November 2015, following the state's original threats to take action against Planned Parenthood's patients."

Greg Abbott, governor of Texas, who is known to be staunchly pro-life, was a convincing public supporter of the proposed defunding of PP in 2015.

"Texas has stepped forward and shown its unyielding commitment to both protecting life and providing women’s health services," said Abbott. "The gruesome harvesting of baby body parts by Planned Parenthood will not be allowed in Texas, and the barbaric practice must be brought to an end. As such, ending the Medicaid participation of Planned Parenthood affiliates in the State of Texas is another step in providing greater access to safe healthcare for women while protecting our most vulnerable — the unborn."

Abbott's LIFE Initiative calls for several new laws to protect the unborn, including making it a felony under Texas law to perform a partial-birth abortion and to make it illegal for abortionists to risk a woman's life to harvest fetal body parts.
